NEWWA's Cancellation Policy:
If you cannot attend a NEWWA event you have registered for you must contact NEWWA in writing two business days prior to the start of a program to request a refund or credit minus a $30 administrative fee. If you contact NEWWA within one business day you will be charged 100% of the original course registration fee. This charge is non-refundable and non-transferable. Written refund/credit requests made for special circumstances will be considered if received within 2 weeks from the start date of the program. Credits issued are valid for 6 months from the date of the program.

Title: Excavation Safety: Are You a Competent Person?
Description: OSHA's excavation standard states that a competent person is: "one who is capable of identifying existing and predictable hazards in the surroundings, or working conditions which are unsanitary, hazardous, or dangerous to employees and has authorization to take prompt corrective measures to eliminate them." This course covers the OSHA requirements that state a competent person have specific training in and knowledge about soil analysis, use of protective systems, hazardous atmospheres, excavation site safety, and hazard recognition. The course will also cover the daily inspections requirement and the need for inspection personnel to be trained in the OSHA regulations.
Who Should Attend: This seminar is designed for water utility professionals, both management and operations, who desire "competent person" proficiency in trenching/excavations as it applies to the OSHA regulations. It will also be of interest to public works and construction professionals involved in excavation/trenching. Please note: This course is not offered as a certification program. The examination is designed to demonstrate proficiency only.
Pre-requisites: None, however, please note that this course fulfills a prerequisite for anyone wishing to take “Hands-On Backhoe and Front End Loader Operator Training”. “Excavation Safety: Are You a Competent Person?” provides the required background in trenching and excavations, soil analysis, protective systems, hazardous atmospheres, excavation site safety and hazard recognition needed for completion of the “Hands-On Backhoe and Front End Loader Operator Training”.

Learning Objectives/Outcomes: In this interactive course, participants will have an opportunity to: Examine the OSHA Standard for Trenching and Excavation; Examine the duties and responsibilities of the Competent Person; Examine specific procedures and equipment utilized in excavation safety. Upon completion of the course participants will be able to: Identify key components of the OSHA Regulation governing Excavations (29 CFR 1926.65); Describe all duties and responsibilities of a “Competent Person;” Describe the following procedures (and essential related equipment) -- soil analysis; protective systems(sloping, shoring, shielding); hazardous atmospheres; excavation site safety; hazard recognition.
Learning Outcome/Assessment Method: In addition to the course’s breakout group-based interactive learning exercises and debriefs and discussions with the overall group, a multiple choice written self-assessment of learning outcomes will be administered following completion of the course. The written assessment will be comprised of straight forward multiple choice questions covering the core content of each instructional unit and general course information for a total of thirty questions. Each multiple choice question will examine your knowledge and understanding with regard to key concepts and information presented in a given segment and the overall course. There will be no trick questions. Following the overall group’s completion of the assessment, a group review of the assessment will be conducted by the course facilitators and the NEWWA Education Staff proctor. Participants will “self correct” their assessments during this review and indicate their score on the top of their answer sheets. Participants must achieve a score of 21 out of 30 correct for a “passing grade”. Answer sheets will be submitted to/reviewed by NEWWA Education Staff proctor during the course sign-out process. Any participant who does not achieve the required passing score will meet with the NEWWA Education Staff proctor for an oral review/debrief following completion of the course. This will provide learners with an opportunity to re-examine assessment questions and answers, clarify information, and develop insight into their responses. It will also provide an opportunity to access additional learning support if needed.
